Safety Test for Children's Scooter (EN 71)
Purpose
This test ensures that the scooter complies with the safety and performance requirements of EN 71, making it safe for use by children. The standard covers mechanical and physical properties, flammability, and chemical safety.
1. Mechanical and Physical Properties
- Sharp edges & points: The scooter must not have any accessible sharp points or edges.
- Small parts: All parts must be securely attached; no small parts may detach during normal or foreseeable use.
- Stability & strength: The scooter must remain upright during normal play and must not collapse or tip over easily.
- Handlebar & steering: Must be firmly secured and not pose a risk of entrapment or breakage.
2. Durability and Impact Test
- The scooter is subjected to repeated drops and impacts to simulate rough play.
- No parts may break off or pose a choking or cutting hazard.
- Structural components must remain intact without deformation.
3. Brake Performance Test
- The brake system is tested to ensure it can safely slow or stop the scooter when used by a child.
- The braking distance must remain within safe limits under normal use conditions.
- No signs of failure, sharp wear, or malfunction may be present.
4. Flammability Test
- Materials used must not be easily flammable.
- Plastic and fabric components are exposed to a flame source to test ignition time and flame spread.
- Must comply with EN 71-2 requirements for flame resistance.
5. Chemical Safety (EN 71-3)
- Test for migration of heavy metals such as lead, cadmium, mercury, and chromium.
- All components, including grips, paint, and plastics, must be tested.
- Must meet strict limits for children's exposure to toxic substances.
6. Labelling and User Instructions
- Clear labelling must indicate age suitability, weight limit, and proper usage.
- Warning labels (e.g., protective gear recommended) must be visible and permanent.
- Instructions must be easy to understand and written in the appropriate languages.
7. Final Assessment
After testing, the scooter is inspected for:
- Broken parts or potential hazards
- Chemical residues or non-compliant materials
- Stability, performance, and safety for children's use
If the scooter meets all requirements of EN 71 without any hazards, it is certified safe for children under the toy safety directive.
